According to the Israeli Foreign Ministry website Islamic Jihad leader Ramadan Shalah admitted in an interview to Hizb'Allah's television Al-Manar, that the Israeli security fence is a significant obstacle to the Palestinian terrorist organizations. Shalah said the terrorist organizations have every intention of continuing suicide bombing attacks, but their timing and the possibility of perpetrating them from Judea and Samaria depends on other factors. "For example", he said, "There is the separation fence, which is an obstacle to the resistance, and if it were not there, the situation would be entirely different."
Arutz Sheva writes that the Ministerial Committee on Development in the Negev and Galilee approved funding for seven development projects to strengthen the peripheral areas of the country. For example new dormitories will be constructed for some 7000 students at Sapir College in Sderot. The dormitories will be fortified against Kassam rocket attacks. Some 20 educational and settlement groups in the Negev and Galilee will also receive funding for expansion of their activities. Among other things the committee would advocate the development of a new international research center to be located in kibbutz Sde Boker, the home of David Ben-Gurion.
